What counts as an opportunity in Search Console data

The Performance report is noise until you know what you're looking for. Most rows are not opportunities: a query you rank #2 for has little headroom, a page with three impressions is not worth the effort, and a term you rank #80 for is usually a lost cause, not a quick win. An opportunity is the narrow set of rows that are both movable and valuable.

Movable means there is realistic room to improve: a page sitting on the edge of page one, a title that under-earns its impressions, a page that used to win and is now sliding. Valuable means the traffic actually matters: real impressions today, or clicks and conversions you already had and lost. A row can be movable but worthless, or valuable but stuck. Opportunities are the overlap.

That's why a raw "lost clicks" flag isn't enough on its own. Search Console tells you a page dropped, not whether it still converts or whether something on it broke. Why does the scan use more than Search Console data?
